eligibility for relay chumps

Does anyone know what is necessary for teams to be eligible for the US relay chumps? I know that the teams have to be composed of people who qualify for certain numbers of points, summing equal or greater than 4 or 8, and that the members must have primary club affiliation with the club they run for. There is another requirement listed on the NEOC page that says something about the members of the team must be "those eligible under USOF rules". It is quite vague to me. Does this mean that non-US citizens can compete and form part of official teams? What does this mean?

I don't know all the rules, but I do know that you have to be a current USOF member.

At what has all the trappings of an official USOF website I found something that looks like official rules regarding this question.


5.6 The title of U.S. Champion in any class as determined at an officially designated U.S. Championship Orienteering "A" meet shall be limited to USOF members in good standing who meet one of the following criteria:

a.Are U.S. citizens and citizens of no other country

b.Are in a permanent residence status commonly referred to as "green card carriers".

c.Hold dual citizenship and have physically resided in the for at least the twelve months preceding the championships.

d.Requests for clarifications or rulings based on this criteria may be submitted to the USOF Headquarters in writing 30 days prior to the championships.


I think rule c may mean that dual citizens have to have resided in the US for at least the 12 months preceding the chumps. Rule d is obviously the "catch-all" phrase allowing clubs to interpret the rules as they see fit through their cronies on the USOF boards. If I interpret the rules correctly, relay teams at the intercollegiates may not include non-citizens!
