UNITED NATIONS - UN secretary general Kofi Annan is recommending the Security Council double funds for Iraq's oil equipment. Annan says Baghdad needs the money to offset permanent damages to oil-bearing structures. He's concerned problems in the Iraqi oil industry could affect the oil-for-food program. Under the humanitarian program Baghdad is allowed to sell unlimited quantities of oil to buy food, medicine and other goods. The agreement is an exception to the sanctions imposed against Iraq in 1990 after it invaded Kuwait.
