RICHARDSON SAYS TO MEET U.S. REFINERS FRI, WANTS REFINERY
CAPACITY AT 90 PCT
WASHINGTON, March 9 (Reuters) - U.S. Energy Secretary Bill Richardson said Thursday he would meet on Friday with American oil refiners and encourage them to boost production above the 90 percent utilization level to meet gasoline demand.
"We want them to be at 90-plus (percent) capacity," Richardson told reporters after testifying before a Senate Armed Services subcommittee hearing on atomic energy spending. U.S. refinery utilization was at 88 percent for the week ended March 3, according to the latest government data.

What is the usual level of refinery utilization?Is 90% a realistic goal, or would we start having problems with potential breakdowns?
It sounds like the problem is that, since gasoline stocks were so depleted from sheer stupidity, we just can't make enough gas at this point with the refineries we have.

Lurker,Prior to rollover there was an excess in worldwide refining capacity. After the rollover there has been an unusually high number of unplanned refinery outages adding to the energy crisis.
