(AP) -- Here is a look at the 20 propositions on California's ballot Tuesday:

Proposition 1A: Would let the governor negotiate state compacts with 59 California tribes for gambling casinos on tribal lands.

Proposition 12: Would provide $2.1 billion in bonds for state and local parks.

Proposition 13: Would provide $1.97 billion in bonds for drinking water and flood protection projects.

Proposition 14: Would provide $350 million in bonds for new and renovated local libraries.

Proposition 15: Would provide $220 million in bonds for new local forensic laboratories.

Proposition 16: Would provide $50 million in bonds to renovate the state Veterans Home at Yountville and build other veterans homes.

Proposition 17: Would let the Legislature legalize raffles conducted by charitable organizations.

Proposition 18: Would extend the circumstances under which murder may be punished by death to include arson, kidnapping and expands "lying in wait" to include situations where the killing occurs elsewhere.

Proposition 19: Would increase penalty for second-degree murder to life in prison if the victim is a BART (Bay Area Rapid Transit) or California State University peace officer.

Proposition 20: Would earmark some state lottery revenue for public school textbooks.

Proposition 21: Would allow prosecutors to decide when youths aged 14-17 should be tried as adults and stiffen juvenile crime penalties.

Proposition 22: Would provide that only marriage between a man and a woman is legally recognized in California.

Proposition 23: Would allow votes for "None of the Above" in all federal and state elections.

Proposition 25: Would ban corporate campaign contributions, limit other contributions and provide partial public financing of campaigns.

Proposition 26: Would reduce two-thirds majority required to enact local school bonds to a simple majority.

Proposition 27: Would let congressional candidates sign declarations of intent to abide by a voluntary limit of three terms in Congress.

Proposition 28: Would repeal 50-cent-per-pack cigarette tax increase enacted to finance health and anti-smoking programs.

Proposition 29: Would reject 11 tribal gambling compacts that have already been superseded by the compacts Proposition 1A would authorize.

Propositions 30 and 31: Would uphold new state laws reinstating the right of an accident victim to file bad-faith lawsuits against the other party's insurance company if it delays or denies legitimate claims.
