Perhaps I don't fully understand your problem being a newbie to the web.
However, I know that I was able to convert your desired URL (http://www.senate.gov/~y2k/documents/final.pdf) quite fast, using the link I posted above.
Simply type or CC&P the URL desred into the first available place (below first paragraph) on the PDF conversion link page, then scroll down (you can skip all the options) and click the button *Get this PDF Document as HTML*
And Voila! you'll have it.
I am not even using a computer, I accomplish this feat with a simple WebTV.
Senator Bennetts' website offers HTML versions of various reports.
I dunno any more.
