I have successfully created a five minutes SVCD clip with VBR average @ 1980kbs @ 480x480 interlace video using ATI AIW 128, DVMpeg, ReMpeg2, and I-Author!!!! The Pioneers plays it beautifully. The resolution is excellent....much better then VCD!!!! I am capturing from my S-VHS VCR with ordinary VHS tape.

The ATI AIW 128 has mpeg2 capture capability. 1. Captured the clip from a S-VHS VCR using D1 720x480 NTSC frame size and interlace video input @ 29.97fps. 2. Use DVMpeg to demux the video and audio streams into individual components MPV(mpeg2 elementary stream) & MP2 ( ATI record audio in mpeg1 layer II format already save me a conversion step! ). 3. Use ReMpeg2 version 1.4.3 (has features for SVCD) to resize the full D1 frame size and CBR to SVCD(480x480) frame size and VBR (2600kbs max & avg at 47% or 1983kbs). This conversion process took 1:5 ratio (the slowest process beside the burn session). 4. Use I-author to mux the MPV and MP2 together into MPS format. 5. Use I-author to create CIF file for EZ CD to burn into CD-R/CD-RW. 6. Use EZ CD to burn the clip to disc. (btw Nero doesn't work, I end up making a bootmenu to operate both Nero and EZ CD together).

You now have a SVCD disc that will play on the Pioneer or any other players that will play SVCD.

My ATI AIW 128 AGP is in the mail :) I will have Nero, though, and was thinking of getting LSX encoder. I-Author costs a bundle so I'll wait until Nero gets S-VCD. Where do you get DVMpeg and ReMpeg2... are they costly or free?
