The timing of the below mentioned 'DRILL' is suspicious to me.

******** Mobilization Drill scheduled for Feb. 29

To test Wisconsin Electric preparedness for possible spring and summer severe weather and resulting service outages, WE (Wisconsin Electric) is conducting a mobilization drill Tuesday, Feb. 29. As part of the drill, employees from PEDC and the "mobilized" service centers will demonstrate the mobilization process. During the drill, participants will learn about the day's scenario and required actions through group page messages, e-mail communications and drill observers stationed at participating service centers.
