Leap year problem in Y2K
DARMSTADT Germany -- Even if the looming Year 2000 computer bug does not cause world-wide chaos computer users won't be in the clear just yet. That's because another widespread software glitch could be just as devastating. The year 2000 is a leap year, meaning that February will have 29 days rather than the usual 28.
The trouble is most programmes use the so- called 100-year-rule, according to which a leap year does not occur in years divisible by 100. But the 400-year-rule indicates every 400 years even the year divisible by 100 has a February with 29 days. February in 2000 will have 29 days. -- Sapa-DPA
