LEAKY SEWAGE PIPE TO BE REPLACED

The city is going to replace a 300-foot section of pipe that twice recently has leaked raw sewage into Buena Vista Creek and Buena Vista Lagoon.

Council members voted unanimously Wednesday night to declare an emergency so the pipe can be replaced without the normal requirement of public bidding and before construction would be halted by the breeding season of rare birds. Barry Martin, city water utilities director, said the work must be completed by Feb. 29.

Don Hubbard Construction Co. of San Marcos would do the work for about $300,000, Martin said.

He said ductile iron pipe should last 100 years, but it wasn't properly wrapped to prevent corrosion. He is checking to see if the May Co. department store was responsible for the pipe when it built the sewer lift station in the 1980s as part of its expansion at the Plaza Camino Real shopping center.
