Dave I am getting rho and rhodot RMS which is small. The problem is that my state - truth is huge. How can this be? Where would the problem be?

Chris-- I ran into this same problem the other day. I was originally only filtering out and analyzing observations with range residuals<200, but found that my X, Y,and Z were still very large. I had to add a line telling the code to ignore the first 120 observations as well. This appeared to alleviate the problem with my positions, and adjusted them from being on the order of thousands of meters down to tens of meters.
