Not a new glitch, but new to me

I got my letter from Citibank today(letter dated Feb. 3, 2000-good old snail mail), informing me my account had been charged more than once for the same purchase. They caught and fixed it. Their words:

"The problem, which arose in transactions occurring after January 1, has been traced to a software system used by a small(emphasis mine) number of retailers and merchants globally.

Have the credit card companies pretty got these glitches solved now? Or are they continuing?

i think that it would pretty much depend on whether said merchants have upgraded their ICVerify software. only CyberCash knows for sure, and they don't have much to say.
