I want to create Menu screens that have text and pictures. What is the best way to make them so the text is readable and the graphic files maitain a good proportional resolution?

I am currently using Photoshop 5.5 developed jpeg images and VP4. Its not animated but very affective. Even the button option in VP4 can be screwed to provide an excellent option on a photograph or what ever. Until I find something that produces a higher quality or gives more options its fine.
