Notice Type: CRITICAL Posted Date/Time: 01/25/2000 04:12p Notice Effective Date/Time: 01/25/2000 04:12p Notice End Date/Time: 04/24/2000 12:00a Subject: POTENTIAL DELIVERY RESTRICTION

January 25, 2000 Current customer delivery levels indicate that minimum contract delivery pressures may be reached in the next several hours on Texas Eastern's (TETCO's) system if deliveries continue at their current rate. If conditions do not change, and minimum contract delivery pressures are reached, TETCO will issue an Operational Flow Order ("OFO") pursuant to Section 4.3 (H) of the General terms and Conditions of its FERC Gas Tariff, which requires that all deliveries in Market Zone M3, under all rate schedules, be made on a uniform hourly rate. If this OFO is issued, then all OBA's in M3 will be suspended for the purposes of hourly allocations only. In addition, during the effectiveness of this OFO, all deliveries, including all storage deliveries, must be nominated. In addition, the following restrictions will go into effect for the gas day of January 26th which commences at 9:00 AM CT January 26th: - no due shipper gas will be available - only primary firm service through the LEIDY (LDY) node will be allowed - no interruptible transportation sourced upstream of Market Zone 3 and delivered into Market Zone 3 TETCO reiterates the need for all customers to ensure that physical receipts match their expected physical deliveries. TABS and OBA parties need to be scheduled in balance. Pipeline conditions are being continually monitored to determine when these restrictions can be lifted.
