Question re: gas/oil shortage comments in this article

In the following article from Newsday.com, the Energy supplier "KeySpan Energy" is said to have ordered 2 million gallons of oil to run their generators (when they usually use gas). Are energy companies running on generators?

How often do interruptible customers switch to oil? Recent winters have been relatively mild, so this winter marks the first time since 1997 that interruptible customers have been forced to switch to oil, according to Kevin M. Rooney, an executive vice president at the Oil Heat Institute of Long Island.

Who else has placed large orders for heating oil? KeySpan Energy, which usually relies on gas to power its electrical generators, ordered 2 million gallons of heating oil this month compared to about 486,000 gallons in January of last year, an increase of more than 1.5 million gallons.
