would making a vcd using a high end capture card such as a broadway pro give better results than making one by converting a dvd to a vcd in software?

IMHO, no. Try using FlaskMpeg (but it's a very time consuming task). Using bicubic HQ resizing you will obtain something amazing. Brambus
