the SVCD surpass the Laserdisc as the DVD supassed the laserdisc which has better picture quality?

Depends on the compression ratio and bit rate. Theoritically, a standard DVD-9(single-sided, dual-layer) holding an average 115 minute movie with no extras and only one soundtrack and using the highest compression possible along with the largest bit rate looks supremely better than any SVCD or LaserDisc. A DVD-9 can hold 8.4 GBs of data or four hours estimated of audio and video. A DVD-5(single- sided, single-layer) can hold 4.2 GBs of data or two hours estimated of AV. DVD-10(dual-sided, single-layer) can hold 9 GBs or four and a half hours estimated of AV. DVD-18(dual-sided, dual-layer) can hold about 18GBs or eight hours estimated of AV. DVD-14 has yet to be introduced(one side is dual-layer, the other side is single-layer) and can hold six hours est. of AV.

Note that these are only estimations. Some studios put lots of extras on DVDs which cuts into the bit rate and compression ratios. This is why Titanic had no significant extras. A 3hr14min movie with a compression ratio and bit rate that made it look good filled the DVD up.
