It looks like the problem is with Nero and not the drive. I updated my version of Nero but only to 4.0.5.0. All of the updates can be found at:

This site is not in English but the update are at the bottom and are in English.

I only upgraded to 4.0.5.0 because that was the first time Nero offered VCD. 4.0.5.6 may work and world be better than 4.0.5.0 as far as features. 4.0.7.0 may work but I do not know. I have only tried 4.0.5.0 and it did work fine. I got the same quality of output as my source file (not the case with NTI).
