Perhaps we could push forward the idea of a hostile takeover. First we need to find a state that has managed to develop a sense of operational adequacy and put it into action. This state could then facilitate a hostile takeover of Washington State, put in their own team of experts, strip out all the deadwood, downsize to a streamlined level and set the machinery moving at an efficient rate.

Then maybe we could move into the 21st century with the rest of the world.
