Data Rate to slow

Hi, I've been trying to turn a bunch of jpgs into a vcd , to play on vcd, i can make an (avi) file or (mpeg) but when i try to make it VCD compliant i get an error that says The video data rate is too low to encode this file. Try encoding again using a profile with a higher video data rate. any help would be appreciated as i'm very new Thank You

It's hard yo know what problem you might have since you did not describe how and with what you made your AVI and mpeg files. From my experience, if you do not have the audio component in your mpeg file, you will not be able to burn a proper VCD. By that, I mean one that can be played on standalone VCD player.

Based on what you said above, your software could have been set to other video rate than the required 1150 kb/s.
