Road rage gripped Westchester residents yesterday when cops turned their suburbs into a massive parking lot, sealing off miles of busy highway to let President Clinton leave his new Chappaqua home. Drivers went honkers after stretches of the Saw Mill River Parkway, I-287 and the New York State Thruway were shut down for nearly an hour Thursday morning to make way for the president's motorcade.

Residents were incensed that the heavily trafficked Saw Mill, which cuts through Chappaqua, was closed twice by the Secret Service in under two hours -- before Clinton and his 14-car motorcade even left the house he bought with wife Hillary as she prepares to launch her Senate campaign.

"Why would the Saw Mill have to be tied up for half an hour when he is still home?" snarled one Chappaqua resident who was stuck in the mess.

"I felt like I was in an Abbott and Costello skit," the delayed driver added. "They're welcome to live here, but they've got to get their act together."

Mrs. Clinton's spokesman, Howard Wolfson, said the traffic nightmare wasn't her fault.

"When Mrs. Clinton travels, there are no road-closings or traffic jams," Wolfson said.

This is senseless. Westchester County airport is less than 20 minutes from Chappaqua. Why doesn't the bonehead helo in and out from the airport?

Prolly because there isn't a 100ft diam area clear fopr the helo.

Besides, the EPS guys don't like helo'ing into the kind of area that has the house, WAY too much cover and concealment...
