The General Services Administration (GSA) in conjunction the Intergovernmental Advisory Board (IAB) has published "The Many Silver Linings of the Y2K Challenges." The report is available free of charge at LINK

Contributions include excellent sharings and insights from many federal agencies and states, as well as some local and international governments, a forward with highlights by John Koskinen, an empirical overview based on the findings of the SIM Y2K Working Group's multi-year study of y2k progress and practices, and a fine little summary and conclusions section at the end. Shannon Porterfield of the SIM Working Group contributed an article on the State of Texas' experience.
