**22 County Gov't's in Arkansas Hope To Have Y2K Bugs Out by Next Payroll**

Reported on local NBC affiliate in Little Rock tonight. Faulkner as well as 22 other Counties in Arkansas are having problems working their computers with the new year. The company that has been working on the problem and told them it was Y2KOK is Reliant Management Services, Inc. out of Dallas, TX. Representative from Reliant said, "lots of data in a lot of different areas" is affected. Apparently, old Cobol. They hope to have it fixed by next payroll. Not to mention that the Child Support payments are affected as are the Settlements.

IT'S FIVE DAYS INTO THE NEW YEAR AND SOME OF THE STATE'S SMALLER COUNTIES ARE FINDING OUT THAT THEIR COMPUTERS ARE NOT READY FOR THE NEW MILLENNIUM. AND IT COULD AFFECT HOW HUNDREDS OF PEOPLE ARE PAID WITHIN THE NEXT FEW WEEKS.

BEVERLY PALADINO SAYS THERE ARE SOME COMPUTER PROBLEMS AT THE CONWAY COUNTY COURTHOUSE. CLERKS ARE WORKING WITH SOFTWARE DESIGNED BY THE UNIVERSITY OF ARKANSAS. IN ORDER TO WORK NOW- THEY'VE TURNED BACK THE COMPUTER CALENDAR TO DECEMBER 31, 1999. THAT'S BECAUSE IT WON'T WORK IN THE YEAR 2000.

CONWAY COUNTY IS NOT ALONE. THEY ARE PART OF THE COUNTY MANAGEMENT INFORMATION SYSTEMS ASSOCIATION. 22 COUNTIES HAVE THE SAME SYSTEM. ALL REPORT SOME TYPE OF PROBLEM THEY HOPE TO HAVE FIXED IN TIME FOR PAYROLL. AND THEY'VE BEEN ASSURED BY THEIR VENDOR THAT THEY'LL BE "READY TO GO."

THAT VENDOR IS RELATIONAL MANAGEMENT SEVICES OF DALLAS WITH AN OFFICE IN CONWAY. JACK McCOWN IS SOLELY RESPONSIBLE FOR ALL 22 COUNTIES...AND McCOWN SAYS HE'S DOING ALL HE CAN TO CORRECT THE DATA. HE SAYS IT'S A "MASSIVE PROJECT.

McCOWN ASSURES THE COUNTIES THAT ALL PAYROLL WILL BE MADE. HE SAYS THAT MOST OF THE PROBLEMS CAN BE FIXED WITH A SIMPLE PATCH THAT CAN BE DOWNLOADED ON A MODEM. BUT ALL OF THAT TAKES TIME.

MANY OF THE COUNTIES SAY THEY WILL ISSUE CHECKS BY HAND, WHICH WILL BE VERY TIME CONSUMING. THAT'S NOT THE ONLY AREA AFFECTED. SOME COUNTIES SAY THEY ARE HAVING PROBLEMS ISSUING CHILD SUPPORT AND SETTLEMENT CHECKS THAT WOULD ORDINARILY COME OUT OF THE COUNTY TREASURY OFFICE. THEY'RE HOPING THINGS ARE REPAIRED SOON.

My humor is directed at FEMA! The head of FEMA was appointed by our Kling, and he was another good old boy from Ark who had been that state's director of emergency management. Ironic, the first state to screw its workers is HIS state.! No problem there, huh! If I quit laughing then I'm afraid I'll start cryin'!

Now I think the fun begins. I thought we would have seen this at the end of day one, but as they say better late than never.

As I (and others have said) just wait till all of the following times to pass by:

End of First week after boundary. End of First payroll after boundary. End of First month after boundary. End of First quarter after boundary. End of First year after boundary.

The vast majority of potential errors come where the vast majority of the date calculations can occur. These occur in the After periods when we reach the End of xxx time.

Coincedentally, I work for county government in Arkansas (mine isn't on the list of 22). Shared a chat with our head IT man on Monday. He was relieved they were not experiencing any obvious problems, but did mention they had end of year batches coming up and when they made it through that he would relax a little more. He also told me several months back that he figured we would make through the rollover okay, but that he expected to be working much overtime through the first 3-4 months of the year..working out all the bugs.

Our county government has the following departments: real estate and personal property taxes, chancery courts, public defender, prosecutor, public housing, child support (is transitioning to state, but still housed with county), juvenile courts, county jail and sheriff's office, etc. --- Not to mention each of the departments' inter and intra connections (The department I work in deals quite a bit with the state and city government). To my knowledge there are no contingency plans for my department. Could be I simply wasn't apprised of them or could be my dept didn't make the mission critical list or could be everything was declared Y2KOK and no one bothered with contingency plans.

Hopefully, when I return to work tomorrow, I will get my paycheck.

Paychecks being issued for my county today. I checked today's Arkansas Democrat-Gazette, but couldn't find anything on this. Important to note that I live outside of Little Rock and the paper may be a regional edition i.e. it may have went to press too early to include the story. I'll check the online version and post any news.

Carl: I lived in Little Rock all of my life until last spring. Went to school with some Byrds and Georges.
