You gotta see this.... Look at the detail behind the IY2kCC report

I'm down as far as Chile (alphabetically) on the iy2kcc report. Talk about surreal.... Someone explain this to me. Look at the detail behind the "green" country designations. Many of them appear to report all sorts of problems.

If you want to really have some fun, take a look at the report for Chile, which indicates BOTH that it has problems in each sector, and that it does not have problems in any sector. Go figure....

So far (through Chile) the following countries have reports which purport to indicate serious problems:

ALBANIA ARGENTINA ARUBA BELARUS BENIN BRAZIL BURUNDI CHILE

These countries not have not reported:

ANDORRA BAHRAIN BARBADOS BHUTAN BOSNIA CAMBODIA CAMEROON CAPE VERDE CENTRAL AFRICAN REPUBLIC responses "no reaction now" to each question. CHAD

I just got off the horn with the IY2kcc. They said those are "template" remarks for what to put if there are problems and you should default to the comments for the actual status. Venezuala is virutally indentical. Other countries, however a blank in those sections.

I told them the information was confusing. They looked at it a minute and agreed. I suspect countries are posting information in all different ways.

I called the IY2kCC, and got a slightly different answer, that took the wind out of my sails on this.

I was told that there is a technical glitch which leads to confusion. They had hoped that by "selecting" one column, the language in the other columns would disappear. When it didn't, they began erasing it manually in some of the reports, but did not get to all of them. They indicated that where something was marked green, the other language should be ignored.

I will say that would explain a) why we haven't heard of problems in those countries, and b) why countries like Chile could show "problems" and have comments to the effect that there were no problems. Thus, perhaps it is innocent. They say that the reason the CIA and State Department were "wrong" is that they did not listen to the IY2kCC when it told them that the situation had radically improved in the past six months. CIA and State discounted those reports, disbelieving self reporting. The IY2kCC believed the reports because they were working with the countries, and saw the work being done. Snyder

Sounds like you talked to someone a bit more in-the-know than I. After every explanation, I kept getting, "They're all green. All the countries are green."
