Small blackout (Los Angeles, CA)

I received several messages that there was a rumor of a blackout in LA's mid city district between Wilshire and La Brea at around 5:30pm. I mentioned this to a commentator from the Westgaard site and he scanned the news for it. He emailed me that he did find it in the Bloomberg News, although it was NOT in the LA Times. I have tried to find it in Bloomberg, but can't seem to. Has anyone else found this report? I'd contact this guy back but it's past 3:00am and he's long gone.

No longer a rumor but not confirmed as Y2K-related. The news link has a photo from a news helicopter.
