Small but unreported problem at JDH

I'm a social worker at a shelter for runaway and homeless teenagers. During an intake last night it came up that the computer at JDH (Juvenile Detention Hall) went down at midnight. I guess I wouldn't be worried except that our State's CIO is reporting absolutely no problems whatsoever. Co-incidently, a friend who does remediation for a chip manufacturer, who had expected her system to be pretty much complient, discovered an imported data field (I think that's the right term.) that was definately not compliant and couldn't easily be made so. My question: does little stuff like this matter?

the important thing to note is people are stating to find evidence of problems already and yet the Gov. is reporting everything is A-OK...
