Is GPS as compliant as Santa?

The US Space Command did compliance testing on a GPS satellite in April/May of this year (even though GPS has been "compliant" since 1997, so they said). http://www.peterson.af.mil/usspace/new9-99.htm

I just happened to be at the US Space Command's Current News Release website. I noticed that there is an announcement of the test, with the above link. I also note that there is no announcement of the results of the test. http://www.peterson.af.mil/usspace/news.htm

I had corresponded with Koskinen about the test asking why it had been needed since compliance was "established" in 1997. He responded that the companies said the GPS satellites were compliant but that they were going to check. I later wrote him that I had not seen the results posted. He responded something to the effect of: "Me neither".
