Why were there rats on such a new ship?

You'd think that by 1912 they would have at least some pest control, but apparently not, according to the movie. But this was a brand new ship. The movie portrayed dozens upon dozens running in the gangway. "If this way is good enough for the rats, it's good enough for me..."

I suppose that enough came onboard the building and fitting-out, and more with the luggage and cargo.
