Question On Marshal Law

I was reading on this board last night andread 2 interesting threads about Martial Law coming. One thread talked about gates being installed at Interstate On-Ramps and Off-Ramps. They also talked about stickers or cards being issued that would allow people to use the interstates.

Another thread took me to Hyatts site where I read an interview with a Military Police in Texas who was talking about his Y2K debriefing and training excercise. His main objective was to protect the power and water plants and to keep people from entering or leaving that town.

My question is this. When whatever national state of emergency is declared, are we going to be restricted to our cities? Does anyone know exactly what limitations are put on us when this is declared on the 28th. The reason I ask is this. I live in Southern California and like almost everyone out here I commute 65 miles each way to work. This obviously takes me well out of my city. If we have restricted travel, which I assume is the case until I learn otherwise, do I need to carry papers on me proving I live where I say I do so I can make it home. If this is what happens, I also feel Y2K will begin on the 28th. We are a commuter society and if we are not allowed to go to work, there will be deep economic repurcussions as a result. Not only that, think about all the DGI's who are suddenly slapped into reality because they can't just climb into their SUV and go through life as usual. THis will be the time when we see the store shelves cleared.

As you can see, I have some concerns. If anyone has any insight on Martial Law and what is coming on the 28th, please post.

Lastly, thank you for the valuable information I have read over the last 18 months. I have been a long time reader and only recently, a poster.

Travel between cities will likely be severely restricted if not eliminated entirely. Even within a single city, travel will be restricted to and from certain areas.

IF,IF,IF Martial law is implemented, more than likely you will be restricted on travel. Companies will have to go on a "hiatus" for the time. Just my opinion.

BTW, I'm a TOTAL GI and have a SUV(how else can I get all my preps to my Bug-Out location).

I'd be interested in more info on this one as well. I live in Central Florida and have a similar commuting situation. If I'm going to get stuck anywhere, it's going to be at the house. I'd appreciate any additional info anyone on the forum might have regarding the 28th. I've heard this rumor several times now; what's really coming down on the 28th? Anybody *really* know out there?

FWIW, my understanding is that yes, the Interstates will be "locked down" for some indefinite period of time under the Rubric that these were built by Eisenhower during the early Cold War, and the Military, including the National Guard, have first priority. Who knows, given the expected level of "terrorist" activity, it may actually happen.

That having been said, I expect that after the first few days, perhaps 10, the Interstates may be reopened on a case by case basis. I would expect that cities like L.A. would get back to normal I use faster than, say, the DEE CEE area where I expect checkpoints and all the security precautions of Wartime.

My next door enighbor is an Army Major. He's home this month on a month's leave from a tour od duty in Saudi, where it is ofr course Ramadan. In Saudi, he's advising the Emirs on counter-terrorism, etc. Prior to this tour of duty, he was a consultant/advisor to the Oregon national Gaurd division/branch/whatever, in this mid-sized town in northwestern Oregon. So he knows lots of local gaurdsmen and has kaffeklatched with them often since his return. He has not received any interim assignemnt since returning home last weekend.

He and his family left this morning for a Christmas vacation in Lake Tahoe. Their return trip is scheduled for the 28th: I know since I'm looking after the house and animals. I left a stack of TB2000 offprints -- referred to here as "intel"!! -- with him to read a few evnings back, but haven't spoken with him since. I did interrupt him and a NG captian talking one morning, tried fishing for info on a December 28th "lockdown" or any such thing, but got these arched eyebrows and quirky little smiles that suggested I was talking something completely out of range of their expectations. IN ANY EVENT, this Army major, with high-up connections in the NG, is taking a leisurely drive down to Tahoe right now (10:00a.m. PST, Dec. 22, 1999) and will arrive tonight. Then intends to make the same trip back December 28, with his wife and two youngsters, (9 & 11 years) with him. Maybe that's just the local situation -- Portland to Tahoe -- but take it FWIW. TEOTWAWKI may not take place December 28.

Martial = military

Marshall = to pull together, usually with supreme effort

Marital = of or pertaining to marriage

The tanks for the Martial Law takeover were loaded on railroad flat cars and taken to tha Marshalling Yards to be formed into trains destined for each Military District; the orders had come so suddenly that many marital plans were put on hold until the next Millennium!

Or, Carl, it's possible that a) he's not coming back then or b) he's not that in touch with the situations, or c) he's right and will return either because nothing happens or he has the proper "papers."

In any case, I pass on my rule for what it's worth: don't volunteer to watch any homes, animals, or children unless you're willing to provide for them in the event of a lockdown.

My source ( who know the high officials in FEMA)told me that there will not be enough Marines to spread out between the targeted 120 cities (see my old post 2-3 months ago)or try http://www.apgea.army.mil/ops/dp/fs/fs_120c.html for just the names of 120 cities. It was Urban Marines training this past year or two. Now don't forget the tens of thousands of UN troops here. I think the small towns may not have martial law and may have more freedom, unless the Prez declare a national emergency. My hunch is there is almost assurance that some "terrorists acts" will occur, probably simultaneously. Then our government will blame the hackers, the viruses and the terrorists for the computer problems rather than own up to the fact they were not fixed right.

Marshall and Martial have some fascinating overlap in their "range of signification". Marshall comes from OE Maer-schalk, or "mare-ward" -- the keeper of the king's or nobelman's cavalry -- of course, generally used in warfare. Martial of course is an inkhorn borrowing, or Norman French import to English, and like you wrote, just refers to things under Mars, God of War. Interesting that Marshall Petain had an English first name ..... could never figure that out.

It may come as a surprise to my survivalist brethren but I'm disinclined to believe we'll come to nationwide martial law. Of course, if things get way, way out of hand it might happen but the probability strikes me as being very low. Isolated areas, particularly some major urban areas, may see martial law.

I believe the formal name is the Defense Interstate Highway System. It was military purposes that caused them to be built in the first place and they still have real significance in military planning. Amongst survivalists who have been around for a while it's well known that one should not include Interstate highways in your bug-out route planning as they may not be available should the deal go down. I can definitely see civilian Interstate access being cut off should things really break loose violence wise but likely this will be limited to isolated incidents as well.

FWIW - and this is speculation from a couple of sources - one military and the other FBI - if the "civil state of emergency" is call by FEMA on the 28th (civil because if a Federal s.of e. it is called by Clinton) FEMA can use all military troops. If Clinton calls a Federal State of Emergency he can only use Nat'l Guard and Reserves (Posse Comitatas rules.)

Second - in our "theoretical" discussions, the way it would be done is the major cities would be isolated so that people would stay home ( remember the projected 40% to 60% loss of fuel delivery?). This can be best accomplished by check points along all major arterials in and out of major cities. This would also keep the major roads clear for trucks to bring in food supplies and water etc. You would probably be restricted to areas within a certain distance of your home (probably based on your area code or zip code - something like that.) People with critical jobs like Dr.s nurses police etc. would be issued passes to go beyond their area. Gas will probably be highly rationed and very expensive so you would be forced to use local transit which will be geared to getting essential persons to their essential jobs. Everything else will be suspended for however long it takes to get distributions systems reset. My guess is that will take 3 months to get the minimums back up and running. Pharmacies and groceries will be first to be reset because they are most needed and the basic infrastructure will still be there. This will also help control the movement of terrorists who are most certainly already here and in place. Scarry, huh?

As a side to this, a very good friend who is a definite GI called this morning, very upset. She has MS. She depends heavily on medications to keep functioning. She called Group Health to get her January Rx's filled - she runs out about the 16th of Jan. on the most important ones. She was told - we are compliant and we will not fill your Rx's early - you will be able to get them. This after CBS local news advised having a 2 month supply of meds on hand on last night's news. "The media is so full of hype -they are just trying to scare you." Well she is really scared now. Apparently Group Health is not connected to the rest of the world.

Then of course, nothing may happen... and I have this bridge....

Since you didn't get a response yet from Watchman, I'll fill you in on all I've read on this. Of course, there was Operation Last Dance. Pres Executive Orders? I believe are where it is documented that Klinton approved 100k increase in police personnel, then another 50k in another doc.

Conspiracy theorists hypothesize that these 150k policemen were actually an approval for UN "police" or troops, rather than civilian police.

"Reports" of Klinton requiring cops to get all their police dogs from Yugoslav (ie Soviet), then US cops taught 30 of the foreign commands but not the remaining commands these dogs respond to, supposedly these dogs have chips for GPS tracking so UN troops can hunt down and kill US cops then retrieve their prepositioned canine units to use against American citizens.

There have been numerous reports of alledged civilian encoounters on fed park land of non-English speaking troops drilling. Lots of pictures online, and alledged mil reports of, Russian equip stored on US soil, which is Russia's supposed strat @ war -- place your equip on foreign soil prior to your invasion.

WorldNetDaily is full of stories on KGB defectors reporting this as Russia's "plan" from day 1; that the USSR was only disbanned on paper as a conspiracy to lull the US; stories on Russian documents and alledged quotes.

Tons of (dis?)info online, FWIW. I read on alledged account of UN troops flashing their US frd id cards for access. Top 2 KGB defectors during cold war "report in debriefing" that the USSR plot all along is to "look weak" and appear disbanded, to lull US to allow equip/personnel placement in US for secret invasion...

I personally have not seen anything to substantiate the accuracy of ANY of these reports. However, I keep up on the rumors for amusement (and uh..just incase...), and would be happy to pass on any url's.

1) While I am disinclined to believe in a nationwide martial law declaration, I would believe that areas could be placed under martial law...even entire regions of the US.

2) Travel between cities may be out for us anyway, if air traffic does not resume (It's about 100 miles to the next island...). We don't have any freeways on Kaua'i...

3) Re: UN Troops. UN troops (supplied by member countries) are deployed at hot spots around the world. I really, seriously doubt that they would be deployed in the US at this time.

4) Re: December 28. I hope that it will wait until the 29th...one of my offspring is flying in on the 28th...

Has any of you ever read about the Berlin Wall that seperated the two halves of Berlin. One day residents who worked in one side of the city were suddenly restricted from returning home by the Russians.They were permitted to go home almost fifty years later. This was an over night action. They put up temporariy blockades until the wall could be built. Talk to those people about restricted travel
