Didn't we just see this below?It's a valid question. If - as many utilities claim - they can run on manual, then it should be possible to do so. It might even be sensible, to avoid one-off negative delta times.
But if they don't come back up cleanly, then the guy/gal who pulls the plug is going to be strung up. Safer (from a blame perspective) to do nothing, let the corruptions happen, and blame it on the consultants/remediators/hackers.
I'll say "no".
