Fisher says Eyman's initiative is altogether off base because the state already spends about 96 percent of available transportation dollars on road construction - 6 percentage points more than Eyman is seeking.

(here's a little hint: How much of the transportation budget is related to the construction, operation and maintenance of the ferry system? No peeking!)
