I have converted/re-encoded a vcd .DAT file with the Panasonic encoder and it will then burn. You may loose a bit of quality but thats subjective.

First, be very certain your 7060A is fully supported by Nero. Second, you have to convert that .dat file to .mpg by using command line utilities like dat2mpg or VCDGear1.4, which are floating around on the WWW. If you have to have GUI then VCDCutter does it. When it's already .mpg (and fully WB compliant), you open new with Nero and click on VideoCD. Click new again and then drag that file over to the VCD layout. If it was accepted you then click on burn icon and take it from there.
