If there were no existing interstate highway system cutting across the state, how should it be funded such that equity is maintained across all areas of the state?

It need not be equitable, just functional. Hey man, we have almost the highest gas tax in the country, wow, maybe that could fund it along with the federal bucks?

It doesn't need to be Equitable? But people complained about their tax dollars being used to subsidize transit and ferries that they didn't use. Couldn't interstate highway construction or any roadway construction be viewed in a similar light? If this voter concern were incorporated into the decisions of any roadway construction project, shouldn't funding for that construction be equitable to use?
