mpeg to mpeg encoders???

ok, is their any other program i can download besides the XING mpeg encoder that will let me convert an mpeg file(say with a 3000bitrate) to the vcd mpeg format. the xing does this but its too damn sensitive and just because their is some interference on my original tape source(no longer then a second) it stops the conversion at this point. Its just a big pain in the ass. I cannot find any other mpeg to mpeg converter anywhere. Can anyone help me out. thanks

The Panasonic encoder (I have version 2.21) will allow you to convert almost any source to an Mpeg-1, for example I use Mpeg-2 masters at over 3000bitrate and the Panasonic encoder will allow a vcd compliant mpeg-1 output. See other postings on this if you can find them via the "search" that seems to find anything but what you ask for.

I have posted elsewhere today the freebee site as well as some of the limitations I have found in using it. Some say its the best and since LSX version 3 mpeg-1's are not as good as the 2.51 version it probably is very close to being the best of the stand alone encoders (thats providing you steer away from its limitations). It is also quite slow in encoding but who cares if you opt to do it all overnight.

My god its not as slow as the encoder supplied with Uleads Video Studio 3 that takes 1 hour per 1 minute of vision. Yes 1 hour per 1 minute on a 223mmx, its not a miss print. The idea is OK, direct from the timeline full size frame, but beware the encoder does not cope with camera panning and some transitions give un acceptable end results as well.
