This error is common with Easy CD 4 VCD Creator if certain steps are not taken first. Ver 4, unlike past versions, wants the MCI MPEG driver it has to use to be that installed with ActiveMovie or IE4. To know if this the case open help/about in VCD Creator and there you see what MPEG driver it's attempting to use. Further detail on this limitation is on the Adaptec website. If, after intalling, say Win98, you installed Xing or some other MPEG player app and its driver got to become the default driver for .mpg files, etc, then this is probably the problem. You now have to re-register ActiveMovie or so as the default driver. Merely uninstalling Xing, etc. does not do it. Previous versions like 3.01x accepted whatever default MPEG driver already was registered in the system without much ado. But they were also very strict about adhering to White Book compliance with regards to the .mpg files you intend to use for your VCD. Ver 4 relaxes compliance to White Book a bit and allows you to continue authoring your VCD with such slightly non-compliant files, which can be played by more DVD set-tops nowadays that allow slightly higher or lower MPEG-1 CBRs from non-standard VCDs. If U really have to have menus for your VCD I suggest going all the way to CeQuadrat's VideoPack 4 (which may or may not have been acquired by Adaptec at this point).

Checkout

for Video Pack 4, as others have said using and understanding the instructions is quite another thing.
