..I honestly believe that Clinton wants everyone wired up with irridium phones, not Greenspan. Anyone wanna guees what kind of "heroic" measures they plan on taking? Could it be to declare war against Russia/China? Could it be so that Clinton can inform them he is going to declare Martial Law? question...Can congress overrule the President and negate a declaration of martial law?

Does the President actually declare Martial Law? Or is it a military commander in the field that does that?

I'm not looking for a declaration of any Martial Law, just an announcement regarding going into a "National Emergency" situation with FEMA taking the lead. Even then, their resources will be pulled in so many directions that they'll have little control or ability to help.

*IF* things go very badly then people might want to get used to the idea of being on their own for awhile.

A declaration of emergency, FEMA in place, but also the military this year has been reorganized to be able "to work with" civilian forces domestically during any such emergency.

Perhaps a massive bailout of a major trading partner like China or Japan would require Congressional authorization for trillions of new orangebacks to replace the old greenback OR a declaration that all greenbacks are no longer legal tender and a cashless system is being implemented.

Another possible "heroic measure" might replacing the current graduated income tax with a "flat tax" or a "value added tax".

In the event that IRS crashes and is unable to properly fund government tax collection and disbursement, Congress may be asked to rush an alternative government funding procedure into action.

Since, Senator Bennett's stated that the Iridium phones were supplied by the Fed Reserve, it would appear that the "heroic measure" alluded is fiscal/finacial/monetary in nature.
