Executive Order 13143 of December 1, 1999

Amending Executive Order 10173, as Amended, Prescribing Regulations Relating to the Safeguarding of Vessels, Harbors, Ports, and Waterfront Facilities of the United States

By the authority vested in me as President by the Constitution and the laws of the United States of America, including 50 U.S.C. 191, I hereby prescribe the following amendment to the regulations prescribed by Executive Order 10173 of October 18, 1950, as amended, which regulations constitute Part 6, Subchapter A, Chapter I, Title 33 of the Code of Federal Regulations: Section 6.01-4 is amended to read as follows: Sec. 6.01-4 Waterfront facility. ``Waterfront facility,'' as used in this part, means all piers, wharves, docks, or similar structures to which vessels may be secured and naval yards, stations, and installations, including ranges; areas of land, water, or land and water under and in immediate proximity to them; buildings on them or contiguous to them and equipment and materials on or in them.

This directive shall not apply, however, to properties conforming to the aforementioned physical descriptions which have recently been relinquished in good faith to the sovereign Republic of Panama; whereby said relinquished property shall be controlled and its use directed by those having direct ownership of contiguous properties along aforementioned waterway, blah blah, blah....

I am searching for more info on EO #10173 but I am having difficulty tracking this down. However, it strikes me as odd that an amendment to an EO from 1950 that deals with our ports, harbours,etc.. should surface at this particular time.

District Commander means the Coast Guard officer designated by the Com-mandant to command a Coast Guard District as described in part 3 of this chapter. ETA means estimated time of arrival. Length of Tow means, when towing with a hawser, the length in feet from the stern of the towing vessel to the stern of the last vessel in tow. When pushing ahead or towing alongside, length of tow means the tandem length in feet of the vessels in tow excluding the length of the towing vessel.
