The November issue of The McAlvany Intelligence Advisor had an article about the plan for martial law for Y2K-related problems. The article states that on Sept. 25, 1999 Tyrone Powers was interviewed on PBS's Tony Brown's Journal. Mr. Powers is a 10-year FBI veteran and a Ph.d. Mr. Powers described an elaborate plan which the U.S. Intelligence agencies, including the FBI, the CIA, Navy Intelligence and other intelligence services have drawn up for Y2K-related martial law. According to Powers, the plan, called "Mad Max" includes the rounding up of dissidents, cordoning off of major urban areas, mass arrests, and the use of heavy military force to restore order in the event of rioting, looting, etc. Powers said that the "Mad Max" plan is a worst-case scenario if catastrophe hits in January. Sounds good to me. We don't need looters and thugs victimizing people in the rural areas. Lock'em up and throw away the key... or better yet,if they are looting, shoot'em.

It's true. I purchased the tape from Tony Brown's show about 45 days ago. The show was called "Race & Y2k". I was really surprised (strike that - no I wasn't) that the press didn't pick up on this - as both the show and interview were fascinating.

According to the former FBI agent, there are 3 scenarios the FBI is thinking will happen...

Brownout - Various problems, but controllable.

Blackout - Problems in some cities; loss of power of a week at the most, but still controllable overall.

Mad Max - Total breakdown of society. The FBI would send in the guys known as "Hostage Rescue Squad" or something with a lame, yet positive sound. These guys are to go into a city under the cover of night (no lights) and 'take out' (kill) people who have been identified as likely to cause problems and convince the people to not believe the authorities. The gov't would then enlist the help of people they can control and convince entire neighborhoods to move to 'shelters'.

He said the FBI knows that Blacks will be the first to riot, but that they can be pacified easily and counted on to resolve the chaos in minority neighborhoods without anything really getting resolved. Tyrone is black himself, but stated that the government believes overall blacks are emotional and can only be dealt with on that level. Whites would be different as they are less prone to riot, however they will not be pacified as easily, because they need to have a defined resolution to the problem.

He said blacks are more likely to prepare for Y2k, but for shorter durations than whites.

He never stated what the FBI or he actually think will happen with Y2k, I think partly because he hasn't been with the FBI for most of 1999.

There are not enough troops/LEO's to do it. Look at the mess in Seattle. They brought in several outside units. If events were taking place in Seattle, San Fransisco, Los Angeles all at the same time who could you send.

Question, has Seattle police replenished their stock of pepper spray and gas mask filters?, less than 30 days to go.

Most of the people who talk about "black Helecopters", secret UN forces bases, etc., don't begin to understand the magnitude of the situation.

Ask any parent who has been involved with moving a 150 member high-school marching band 1000 miles.

Seattle had a FFF(Fully Functional Foundation). Try pulling a MAD MAX in Los Angeles on 1-15-2000.

Where will you get the troops from? Our real soldiers and Marines have been drawn down. The cubord is bare. Lots of our troops are overseas in Kosovo, South Korea, etc., etc. I don't think we have enough "real troops" to put one combat platoon and tank in each SQUARE MILE of urban America.

So what if there are 3 battalions of foreign troops hiding out in northern California. That isn't even 3000 men with small arms. How could they possibly react when half of all American households have guns? How would they know the good people from the bad ones. On full auto, they would be out of ammo the first day. How would they be resupplied? How would you get them to the cities in the first place? If it is MAD MAX, the airport won't be manned. Where and how will you land the troops? It only takes a few wrecked cars on each runway in the area to keep planes from landing. How would you get 1000 to each west coast city. What would the do and where would they go when they got there. What percentage of the Military would stand down and stay home with the wife and kids? Ask any military unit that has taken 30% casualties how long it took them to reestablish the chain of command and become combat funtional.

If the government orders a gun grab, who will carry it out? More than half the cops, especially in the West and South won't go along. If one out of every 300 gun owners decides to Go Down Fighting and takes 2 cops as he is killed, we will run out of cops very quickly.

It's going to be messy and the government will be lucky to hang on to their own bunkers.

I'd have to agree with you. South and West Chicago consist of an incredibly large sprawl of miles upon miles of pissed off poor people who already resent authority as it is...I'd just LOVE to see what happens to any troops sent in there. The numbers just do not add up. I do not doubt that the plans exist, the government is in the business of making plans, lots of them, but the notion of actually implementing them in any large-scale way is not too probable if we have a large enough meltdown scenario. Hell, the GANGS in this city far outnumber the potential troops you could send in here and they are probably better armed.

And as far as dissidents are concerned, who are they? That in itself covers a LOT of territory, from organized militas who are just chomping at the bit for this sort of thing, to lone intellectual weirdos like me who have absolutely no influence whatsoever.

In a sense it would be almost reassuring if the goverment had a way of maintaining order in a case of a collapse, almost anything is preferable to a free for all, but I just don't think they are up to it in any more than a limited sense.

If we look to the freaky lessons of history we see that people will surrender themselves to tyrany more readily if oppression is incrementaly increased.It all starts with curfews,good citizens.Arm your self now while there is still chance.

I read about the alledged racial assumptions referred to above. THEIR (not my!!!) assumption re: Blacks being more prepared than whites was based on, get this, beacuse they are emotional (verses logical in behavior) they will do some last minute shopping for short term preps. Did y'all catch that in the link?

Question is, how do THEIR predictions change, if there is not, for various reasons, an opportunity for any last minute shopping? Meaning, what would they then expect the black inner city folks to do, based on their alleged assumptions about this group of our population. This is only important because it may shed light on their preemptive behavior in such a scenario.

The NG used 15,000 troops during the 1960s Watts riots. You can do the math yourself to see that the official forces will be stretched pretty thin.

The only way big bro can control masses of people, and still stay in power(there #1 reason, NOT to help citizens), is through the use of bi0ological and chemical agents, and at the same time, control of the water and food supply. This is my best guess and analysis. Way too much anecdotal evidence to ignore this.

Y2Chaos: Does the FBI Have a Waco-Like Plan for Black America?

Could Waco happen again - this time not in rural Texas but instead in the heart of America's urban centers? Former FBI agent and criminal justice Ph.D. Tyrone Powers says the Bureau has just such a Y2K contingency plan, code named "Mad Max."

In a Saturday interview on PBS's "Tony Brown's Journal," Powers laid out the FBI's plan for martial law, including the rounding up of "dissidents," should power go down and disorder break out during a Y2K crisis.

The ten-year FBI veteran contends that U.S. intelligence agencies, including the FBI, the CIA, Navy Intelligence and other intelligence services, have drawn up plans in case a Y2K "castastrophe" hits next January. But beyond January, says Powers, "they were also preparing for Y2K-related events to occur throughout the year 2000. In fact, they were planning for operations as far down as June, when the weather turns warm in certain cities."

The "Mad Max" plan, named after the 1980s Mel Gibson film depicting the total breakdown of social order, is a worst-case contingency plan, claims Powers. "In this case, they've set up a scenario where they would respond by, first of all, having the president declare martial law. And they have a written plan for this. And once he declared martial law, then these agencies, along with the HRT team, which is the FBI's Hostage Recovery Team, which is kind of a SWAT force, would go in to restore order in these particular places...to calm down the looting and bring back stability to the urban areas."

But isn't it a good idea for the FBI to plan for the worst, just in case?

Certainly, says Powers. In fact, such planning is routine. "Except the type of response that they're planning for these areas is not really routine in this particular instance. For instance, the HRT team...does not usually respond to urban riots and looting. They're the group that was used in the case in Waco and the case up on Ruby Ridge.... So their involvement in this, their response to this kind of a scenario, is different than it would be in any other case."

Powers told PBS's Brown that the name "Hostage Recovery Team" really disguises the group's true mission.

"Essentially they're not trained to recover hostages. They're trained to do other things and we saw that at Waco and Ruby Ridge. They're trained to go in and restore order by any means necessary."

The ex-agent said the government's response to the riots of the 1960s formed the basis for its Y2K "Mad Max" plan:

"When I was with the Maryland State Police, we had what they called urban assault vehicles or urban tanks. And this came about right after the riots of the late 1960s. And so they created plans to go in and restore stability by going in and making mass arrests and moving people from one location to the other.... They're prepared to go in and control the public in mass numbers and move them to certain locations."

Most chillingly, Dr. Powers described what one source told him was the government's "acceptable loss rate" for its Y2K urban contingency plan during a massive blackout:

"If in fact we lose electricity, now you're talking about making movements under the cover of darkness.... And they realize they have an acceptable loss rate, and my source told me about that - which is still not a surprise if you know intelligence organizations. In these movements that occur at night, there may be some innocent people who are harmed and shot, but that's acceptable," according to current government thinking.

Powers described the FBI's Y2K "acceptable loss" calculation as something that would be "no different than in any other battle or war."

The ex-agent also says that the FBI may take advantage of Y2K chaos to round up "dissidents," which the FBI continues to monitor despite the demise of such bureau operations as "Cointelpro."

"Many of the operations that the FBI had during the 60s that we thought were bygone are still in place," claims Powers, who explained that the FBI maintains a network of F.O.B.s ('Friends of the Bureau') who continue to gather intelligence on media and other organizations on a regular basis.

"During the time I was working at the FBI, as I began to see some of this paperwork that reminded me of the counter-intelligence operations of the 60s, I asked one of my supervisors, 'Why would they continue this?'"

His boss's response, according to Powers: "Why would we stop when it was so effective?"

Powers explained that the government would justify a Y2K roundup of America's "dissidents" as necessary to the restoration of order:

"The government believes that it is these people who could actually either calm the situation or create more chaos as the government moves in. If the government decided that they're going to move because of Y2K into a particular community, and there are people in that community who are saying, 'This is what I've been telling you about all along, the government is moving on us' - we've got to remove these people who might give that indication as we move to restore order."

Dr. Powers has just authored a new book: "Eyes to My Soul: The Rise or Decline of a Black FBI Agent."
