Technicians angry at FAA 'mismanagement of modernization' Bugs in the air traffic control system at JFK, LaGuardia and Philadelphia airports last week angered the union representing safety technicians when a modernized air traffic control system had to be taken off line after sending out error messages and causing delays at the airports.
Technicians had to switch to a backup system when a rebooting of the Display System Replacement failed to clear the errors, according to Professional Airways Systems Specialists (PASS), which represents the technicians. An earlier DSR failure caused 274 delayed departures on May 6 and 362 on May 19, the union said.
"This is just another example of how the FAA's mismanagement of modernization efforts hurts the flying public," said Henry Brown, a technician at JFK and union member. PASS, which is in contract negotiations with FAA, said it had asked the FAA to fix all "human factor" errors in the DSR before putting the system into service, and accused FAA of rushing ahead with installation. PASS members protested last week at more than 30 airports, saying the system is making delays worse.
An FAA spokesman confirmed a "minor problem with the DSR software at New York center" the morning of Nov. 23. He said delay reports varied from one to about 19.
