Well he said in essence since we rely on computers they will be ok! Right? Did I get that right?

He's saying:

"We don't want you to realize that we expect that there might well be a major problem" and "We know that we still certainly rely a lot on computer [data] exchange."

Canadian English is an acquired art, not a language...:)
