Usual 945 million cubic feet cut to 700 million cubic feet/day Power to the capital cut to 2 hours a day Gas supplies cut to customers who don't use gas to heat Electricity shortages have led to water shortages since can't pump.

No one can spin better than the former soviets, thusly:

The state pipeline company BOTAS said that due to freezing weather in Russia and Ukraine, Moscow has been able to supply Turkey with only 700 million cubic feet of gas per day, down from the usual 945 million cubic feet per day.

"DUE TO FREEZING WEATHER"!!! Freezing weather is incredibly common in Ukraine and Russia - Cold weather never stopped them from doing anything.

What the real reason for the reduction is, we'll never know.
