Do teams have to be cross-functional?

We have teams made up of Technicians and Engineers. The idea is that productivity will improve by virtue of closing the communication loop and giving the team control of the whole process. Two elements are preventing the teams from succeeding; 1.) No training for improved interpersonal skills and 2.) a high rate of attrition that puts people with little job experience together. I propose to divide the workforce into teams of Engineers and teams of Technicians. I propose that this would improve morale and increase cross training within their respective areas of expertise. I am assembling a list of pros and cons for a presentation to the Global Steering Committee in January and need some thoughts.
