What is the life cycle of a project?

1. Initiation - Presumably by an AE in this model, but could someone else create a new project?

2. Bidding - Collecting data from bidders. Who provides this data and how?

3. Post Bid - the bids are awarded and the project begins. Will data continue to be collected as the project proceeds?

4. Completed - When is a project complete?

5. Cancelled - We need a mechanism for cancelling projects, especially if AE's are entering their own projects which I assume they will be. There's no budget for a data entry/editorial team that I've seen.
