How has I-695 affected transit planning?

Mercer Island, for those who dont know, is one of the richer Seattle suburbs. Sound Transit is proposing an underground parking garage with elevator to increase the number of park n ride spots in their local transit center. Capitalization costs are $6.7 Million for 230 spaces, a mere $29,000 plus per stall, by my calculations. Given that transit just took a big hit in King County, the poor arent able to get to their jobs, one-third of transit hours are going to have to be cut by MetroKC,etc., etc., waah-waah, all because of I-695, these people sure arent shy about dishing out the dollars to subsidize the well heeled car-owners of Mercer Island.

$29,000 per stall??? Have I fallen through a looking glass somewhere, or have our bureaucrats lost the capacity to do long division? If we have THIS MUCH money in the transit budget, they need ANOTHER cut, bigger perhaps than I-695.
