Michael Nolan speaks with unusual candor, insight, and conviction concerning what his city has been doing to prepare for Y2K. He is an example of a public official who comprehends the fact that there are countless unknowns posed by Y2K. He speaks as one who is committed without question to serving the public good in light of wide range of uncertainties associated with Y2K.
