Spot Checking Utilities Compliance

This morning, leaving for work, I overheard on CNN, and this is close to a verbatim quote:

**reports that compliance statements of all [or possibly it was reported as Nearly All] nuclear power plants have been independently verified. But only 56 of the nation's 3000 utilities have been spot checked for compliance. Also, virtually none of the water [utilites?] have been checked.**

I have attempted to find this article in CNN's listings of today's (Oct. 27) news, unsuccessfully. And I have not been able to find it by running web search strings, either. Does anyone know where I can locate this article?

I did a quick search, and didn't come up with anything. But, CNN tends to run a lot of articles per day, and I've found in the past that not all of the articles make it to their website. If you find any other source material on this topic, please let us know.
