VCD is a constant bit rate medium and as such there can't be such things as maximum or minimum bit rates where it's concerned. This constant bit rate is around 1.4Mbytes/sec and since it never changes the real predictor of final picture quality lies elsewhere, mainly with the capabilites and parameters set in the encoder. This constant bit rate is one of the limitations of VCD, and is fully addressed in the variable bit rate MPEG-2 process for DVD. There are only three frame rates for White Book MPEG-1 for VCD: 29.97fps, 24fps and 25fps. There are other frame rates associated with MPEG-1 but they are not in the White Book standard and so can't be used for VCD. The maximun can be used is 1246kbps, will give u more better quality.
