I would say that:

Effects will be local. Hawaii is pretty local.

90% of products are imported. Ships bring most of that 90%.

Point out that while we may be ready, other places may not be.

Make announcements that there is no need to panic. We have 45 days worth of food in Hawaii. Point out that you shouldn't hoard rice, SPAM or TP, due to possible localized shortages. Just prepare for a three day storm.

Mr. President,

The people still don't understand. We need a real life demonstration. I suggest that we stage a longshore strike in Hawaii. A test if you will. I'm not sure how long this test will take. I suggest that we start at three days, and if all is still going well, we extend it to seven days. There will be no real danger to the public. We will have troops on site to control any problems.

Yes, it is late in the game, Mr. President. However, if we can show the people, what we've been trying to tell them all along, perhaps we can still do some good.

Yea, I know Chuck. Just another twisted doomer, that's been thinking about the possible for far too long.
