http://dailynews.yahoo.com/h/nm/19991014/ts/food_hunger_1.htmlI thought this oddly coincidental. It mentions providing more community gardens so the hungry can have vegetables. There's your sought for "Victory Gardens" folks.

The home and garden channel (HGTV) has been running promos for the Garden Writers of America encouraging everyone to "plant a row for the hungry." Sounds like a victory garden campaign to me. Not a bad idea.

I got a free packet of seeds from a place promoting 'an extra row in your garden for feeding the hungry'.
