Actually, it was Pope Leo XIII, at the end of the last century, who wrote and promulgated the St. Michael prayer. He did so after a vision in which the devil was given permission to persecute the Church for about a century.

Pope Leo XIII also asked that the prayer be prayed after each Mass. But this is not a command, I believe.

One source that documents this is the book, The Final Hour, by Michael Brown. I have heard of this prayer and the story behind it well before that book came out, and I don't mean to endorse all the ideas in the book. But it is a source for the story.

The Pope also favors this prayer.
