You're right.  There's no way to apply an additional 50% funding effectively.  They're kidding themselves.  They've lost track of millions of dollars but know precisely that a complex web of systems will meet in happy-land on December 31, 1999.
 
And it gets better.  DeeCee *is* the capital of the world.  Right down the street are organizations with names like, The World Bank, the Inter-American Bank, The Peace Corps, the Pentagon (the policeman to the world.), the National Institutes of Health, NASA, and that frequently overlooked uniform service, the National Oceanographic and Atmospheric Administration (You can't get more global than the seas and air.)
 
NOAA, they're everywhere, U-2 spyplanes, satellites, ships,
supercomputers, robots sniffing and tasting the wind and water.
 
All that and more are in DeeCee, use services controlled by DeeCee, duck bullets fired by goons and thugs from DeeCee, drink water flavored by cryptosporidia from DeeCee's Dalecardia reservoir.
 
Update: The useless piece of protoplasmic trash who killed the three young Starbucks workers has been nabbed.  He's now sucking down more financial resources as his case inches its way through the DeeCee legal system.
 
But there's more, there may be 2 serial killers loose in the area and multiple serial rapists.  All this because there is an under-world, a born to lose, sense in DeeCee.  I blame 25 years of a corrupt city government that took away any hope of success, a decent life.
 
It took 25 years to get here, to create a brittle, failure prone, unmaintainable system.
 
In 92 days, this sorry collection of disfunctional systems will slam into the wall named Y2K.
 
It would be different if DeeCee were a vibrant, living city that worked. DeeCee now is a third world country.  DeeCee now is a place on the edge of disaster.
 
Built on this disaster are national and international organizations. When DeeCee fails, everything fails.
 
DeeCee systems reach out to the world, Internet Root Server Zero, the supercomputers of the National Security Agency, Vint Cerf's
MCI-Worldcom-Internet are all within 30 miles of DeeCee.  These are  closer than Site-B and much closer to DeeCee than DragonRanch.
 
When DeeCee fails, the flames from the burn-off will be visible in Santa Cruz, have some Kodachrome on hand to record these memories.

Hey Guy. Get with the program. If you don't understand the serious nature of this problem and the very real threat of failures and potential for disasters, then it would be beneficial for you to look into it a little further.
